“The Mission of the SOCS® training program is to inspire, lead, motivate, and empower Individuals to a higher standard of professionalism and extraordinary customer service.”

Dave Fowler - President, Personal Safety Training, Inc.

David Fowler is the founder and president of Personal Safety Training Incorporated (PSTI), as well as the creator and author of the SOCS® (Security Oriented Customer Service) training program and training manuals. His most recently published book on personal safety and awareness, “Be Safe Not Sorry” – the art and science of keeping YOU and your family SAFE from crime and violence,” is based on his AVADE® Personal Safety Training system.

Responsible for the overall management and operations of PSTI, David offers personal safety seminars, training, consulting, and protective details. Since 1990, he’s designed and adapted his training seminars to fit the needs of security industry personnel, schools and education centers, corporations, behavioral health centers, firefighters, law enforcement officers, and military personnel.

Thousands of individuals, and hundreds of agencies and corporations throughout the United States and Canada have been participants in David’s classes. His thorough understanding of safety and security, martial science, and eastern philosophy adds an exciting and interesting approach to his style of presentation.

David’s courses are engaging and empowering, and his genuine passion and belief for helping others is eminent throughout his work and his company’s operation.

David’s certifications of ”Master Instructor” include numerous nationally recognized training programs such as: Management of Aggressive Behavior (MOAB®), Oleoresin Capsicum Aerosol Training (OCAT®), and Practical and Tactical Handcuffing (PATH®). He is also a National Instructor Trainer for the Monadnock® programs: MEB, PR-24, and the Defensive Tactics System.

He is a Graduate of Executive Security International’s Advanced Executive Protection Program (ESI), and the Protective Intelligence and Investigations program. Organization membership includes: American Society for Industrial Security (ASIS), The International Law Enforcement Educators & Trainers Association (ILEETA), and the International Association of Healthcare Safety & Security (IAHSS).

David is considered by many to be the most dynamic and motivational speaker and trainer in the security and personal safety industry.

 

Mark W. Mooring, MPA, CPP, CHPA
Mark Mooring has specialized education and work experience in the ‘workplace security and safety’ field. He has been instrumental in developing programs that are responsive to OSHA, Joint Commission on Accreditation of Healthcare Organizations, and other legislated or recommended safety programs.

Mark worked for the Los Angeles Police Department for 25 years, 17 years as a supervisor. He gained commendable expertise through a myriad of assignments which included: Metro, Special Problems Units, Beach Patrol, Narcotics, Gangs, Internal Affairs, and was the Officer in Charge of the K-9 Units.

After retiring from the LAPD, Mark established Proper Authorities and used his knowledge and insight to develop programs which included Crime Prevention, Loss Prevention, Safety/Security Assessment, Workplace Violence Prevention, Personal Safety, Sexual Harassment, Threat Assessments, and Managing Assaultive Behavior.

By request of clients, Proper Authorities expanded services to include Pre-Employment Background Investigations and Confidential Investigations. His company has conducted investigations involving theft, stalking, harassment, fraud, hazardous conditions, threats, and drug use. Mark also testifies as an expert witness in Healthcare security, security deployment, tactics, use of force, and training.

Over 100 organizations have utilized Mark’s expertise for Assessments, Security Plans, and training. He has trained over 25,000 staff in programs he personally developed to be compliant with California Health and Safety code 1257.7&8.

For eight years (1998-2006), Mark held the position of Chief of Protective Services at Santa Clara County Valley Medical Center. He has completely re-designed and implemented a comprehensive security program, which includes all facets of Plan Development, Staff Development, and the daily security operations associated with a large County Hospital.

During a particularly detailed JCAHO review, the surveyor recognized the programs developed and implemented by Mark as being “the best I’ve ever seen in eighteen years.”

Mark earned a B.S. in Business Administration and a Masters in Public Administration, both from USC. He further holds the Certified Protection Professional (CPP) and Certified Health Care Protection Administrator (CHPA) designations.
